MINUTES OF NRC MEETING – SAABRUECKEN – 29th OCTOBER 2005

1. Meeting started at 17:30Hrs with a prayer by Mr Commey-Bortsie
This was followed by self introduction of delegates and representatives of Ghana Embassy i.e. Mrs Nana Antiwaa Dodoo (First secretary-Chancery) and Mr Andrews Owusu (First Secretary-Welfare)

2. Welcome address by Host President- Mr Commey –Bortsie welcomed all to Saarbruecken and appealed to delegates to endeavour to hold a fruitful meeting.

3. Address by UGAG President – Mr Abrefa Busia reminded members of the importance of this meeting i.e. being the last for the year also for the election of NEC, Audit and Advisory boards .He praised the performance of the various organs and admonished potential candidates to take cognisance of that as well as the tasks ahead.

4. Reading of minutes of previous meeting. Mr Annobil read minutes of meeting held on 10th September at Mannheim. Mr Dake (Stuttgart) moved for its acceptance and was seconded by Mr Aganah (Worms)

5. Comments, Amendments – Mrs Alice Borges made a correction i.e. the amount raised for the Black Stars was 800.23 Euros and not 823 Euros as in the minutes.

6. Matters arising: -

a) Visa fees: The President confirmed that he had written to the Embassy on the issue and had received notice that it has been forwarded to Accra. i.e. the Ministry of Foreign Affairs.

b) Ghana Union Hamburg. Mr Thomas Appiah (Stuttgart) informed the house that he had had interactions with Mr Mahama (Pres. GU Hamburg) who put the blame for the impasse on the NEC for not being in contact with him. Mr Commey- Bortsie (Social and Organising secretary) refuted this and gave instances where Mr Mahama was contacted but did not yield any fruitful results.

c) Umbrella organisation Europe wide- President mentioned that the NEC is yet to find any contact and asked members to furnish the NEC with information in this regard should they chance upon any.

d) Mr. Adu Ankrah (Cologne) asked about how the issue of Munich holding the present meeting was resolved. The president answered that the venue was changed because Munich had difficulties finding a hall. This was confirmed by Mr. Brucku (President- Munich)

7. First anniversary financial report- this was presented by Mrs Alice Borges (Financial Secretary). Questions were raised about some of the figures and were explained / corrected by her with support from members of the Audit board.

8. Elections: - this was carried out through secret paper ballots and conducted by Mr Andrews Owusu and Mrs Nana Antiwaa Doodoo both of the Ghana Embassy.

RESULTS:
President: - Mr Abrefa Busia (Landshut) was the sole candidate and was therefore returned as unopposed.

Mr. Kwasi Attah: 0 Votes

Mr. Amponsem- (Mannheim-Ludwigshafen): 19 Votes *Elected

* One more delegate joined the process.

Advisory Board:
After a long debate over the composition, members decided to elect three

(3) new members who had shown keen interest. Mr Commey-Bortsie, Mrs Alice Borges and Adjei Bekoe Esq. were unanimously elected. The house also decided that the old members should be contacted to express in writing whether they are still interested or otherwise. As a demonstration of their interest they should be present at the next NRC meeting.

9. Proposals for Supporting Black Stars: - After a heated and lengthy discussion, the house agreed that the NEC should present proposals at the next meeting, by which time the match fixtures and camping locations had been confirmed.

10. Next Meeting: - To be held on 21st January 2006 at Oberhausen

11. Other Matters: -

a) Mr Thomas Appiah (Stuttgart) bemoaned the practice of some unions who do not attend meetings regularly but are present only when important decisions are to be taken, like the elections. This should be discouraged.

b) Ghana Community Munich: After a lengthy and emotionally charged argument, it came out that there was indeed bad blood between the old and new executive, which is slowly spilling over to UGAG. Mr Andrew Owusu (Ghana Embassy) proposed to the NEC to solve the problem before it gets out of hand. A committee should be formed to mitigate which should exclude Mr. Abrefa Busia and Mrs Borges since they may be personally involved.

c) New Union: President announced the receipt of an application from Ghana Solidarity Union of Munich to join UGAG Members agreed that they can be accepted if their constitution conforms to UGAG objectives and not aimed at splitting up the Ghanaian community in Munich any further.

d) Information flow: - Mr Commey –Bortsie (Saarbruecken) reminded members that the UGAG Website and UGAG Yahoo groups were created for the spread of information amongst members and therefore members who could not attend previous meetings should inform themselves before attending the next ones. This would avoid the repetition of issues already dealt with and thereby save time.

e) Union Presidents: - Mr Dace (Stuttgart) suggested that presidents of local unions should have regular contacts among themselves to share ideas and experiences.

12. Meeting ended at19: 20hrs with a vote of thanks by Mrs Alice Borges and a closing prayer by Mr Commey-Bortsie.
